A railroad town that kept growing
Nampa grew up in the 1880s when the Oregon Short Line came through, and it incorporated on April 17, 1891. The Nampa Train Depot Museum and the old downtown grid date from that era, and Union Pacific's line still runs through town. Northwest Nazarene University (founded 1913), the College of Western Idaho and the Ford Idaho Center are the big institutions. Interstate 84 has four exits into the city.
Older homes near downtown often have narrow driveways, worn front steps and sidewalks lifted by mature trees: steps, repair and driveway replacement territory. Newer subdivisions on the edges ask for patios, RV pads and wider driveways.
Lake Lowell, canals and acreage
South of town, Lake Lowell (Deer Flat Reservoir, built 1906 to 1911) is the end of the New York Canal, which carries Boise River water 41 miles from Diversion Dam. Irrigation shaped Nampa, and canals and laterals still run along many rural property lines. On acreage out that way, shop and pole barn slabs are the common big job. Truck access over soft ground and the slab's position relative to ditches are worth discussing at the walk-through.
Who issues the permit in Nampa
Nampa is in Canyon County, outside ACHD, so the rules differ from Boise and Meridian. The City of Nampa issues its own right-of-way permits for work on city streets. Outside city streets, roads belong to one of Canyon County's four highway districts; Nampa Highway District No. 1 is at 4507 12th Ave Road (208-467-6576). An approach permit is generally needed when an approach is new or its use changes. Ask the contractor who files, and confirm with the city or district before work starts.
We did not verify Nampa's building-permit exemptions for flatwork or retaining walls. Check with the city's building division for your project.
Ground and weather
Caliche, a lime-cemented hardpan, is documented on the terraces of the Boise and Snake rivers, and Nampa sits on that terrace country between the two. Where it is shallow it can slow digging for base and footings. Winters bring frequent freezing nights and salted roads, so ask for air-entrained concrete outdoors and skip deicers the first winter.
