A young city on old farmland
Star was established in 1905 but only incorporated on December 10, 1997. The name comes from a star on the old schoolhouse that travelers used to get their bearings between Middleton and Boise. Today it is a suburb in northwestern Ada County that reaches into Canyon County, built mostly on former farmland with irrigation canals threading through.
New homes here usually come with a builder driveway, a small rear slab and bare dirt. The common requests are patio extensions with a pergola or hot tub pad, side-yard RV pads, landscape curbing and walkways around the house.
Two counties, different offices
Because Star straddles a county line, the right-of-way office depends on the street. In the Ada County part, public streets belong to the Ada County Highway District, and approach changes go through ACHD's Driveway Approach Request and a right-of-way permit. In the Canyon County part, roads belong to a Canyon County highway district. Ask the contractor which applies to your address, and confirm building-permit rules for walls and raised patios with the City of Star.
Settling on new lots
On new construction, the soil next to the house was dug out for the foundation and backfilled. If that backfill wasn't compacted well, a patio poured against the house can settle along that edge. Ask the contractor how they will handle the backfill zone, and keep downspouts and new sprinkler lines from soaking it. If an existing builder slab has already dropped, concrete leveling may fix it.
